Howdy!
How do non-force, mental powers come into play? It's something inherent in the species that Aerathos is. It wouldn't work against anyone trained in any kind of mental defense, or even anyone with a higher than average willpower, but it would be present.
Pulled from the race's wookiepedia ~ they "were also telepathic, growing more adept at the talent as they aged, allowing them to dominate someone's mind to give them a chance to feed." "Using a natural ability akin to hypnosis, which Jedi who had encountered them claimed was akin to Force manipulation, they bewitched their victims in a manner similar to a Jedi mind trick. Using this telepathy, [they] lured in their unsuspecting targets by mesmerizing them with their telepathic control. This control strengthened at close range and was even further augmented and honed with age and use."

Non-Force powers!
No peace, only suffering.
No knowledge, only instinct.
No serenity, only passion.
No harmony, only chaos.
No life, only death.

Re: Non-Force powers!
Just as Force Powers are, they are up to the discretion of whether they work on not on whoever PC you rp with. However, as it has been said our characters are the "heros of the galaxy", so they are above average in everything. More than likely something on scale of average Anzati power will not work on them, unless they choose to allow it to be so. Then again, you too are an above average player, so as follows v:
As many Tw'leks and Zeltronians, even my friend on here Raphael plays a partial Zeltronian hybrid, who still has the allure traits of his NPC mother can inflict whatever indulging hex he wants on whatever npc he chooses.. But in regards to PC chars, permission for it to be inflicted/be successful depends on the decision of the thread partner. Same for you. Simply ask whoever you thread with if they'll allow such a natural power to happen on their char, and see for their ye or nay.

Re: Non-Force powers!
Short answer: Using telepathy undermines the purpose of the Force system, so no, in this case, you may not use it until you learn the ability for yourself. After that, you may use it, but, as Slade explained, it's up to the people you're RPing with to determine the effect of what you're doing to their character or personal NPC.
Generally, it wouldn't be a problem if it wasn't an ability already specifically covered by the Force system. Unfortunately in this case, it's a sticky situation and I have to say hold off on using it until you get it through the Force system. It's a pretty low level ability, so it won't take long if you're diligent.
