The Galactic Alliance Code of Conduct
Although the sentients of the Galactic Alliance are determined to shatter the oppressive regimes of the Galactic Empire and the Sith, they are not so foolish as to believe that they can resort to using similar tactics to their enemies without, in time, becoming just as evil as them. As such all Alliance Military Units adhere to the following code of conduct and policies.
The Code of the Alliance
No member of the Galactic Alliance shall injure a civilian except in self-defence. Those members of the public found to be working against the Aliance, as spies, informants, or suchlike, shall be arrested and tried, as per law laid down and accepted in the days of the Old Republic.
Surrendering prisoners are to be treated well at all times and offered all medical assistance as appropriate. Any agent of the Alliance who is found to harm or humiliate a prisoner, regardless of any reason beyond self defense, shall immediately be removed from duties and tried before a military court.
No member of the Galactic Alliance will knowingly involve themselves in actions which are illegal upon the planet on which they are currently operating. Any agent of the Alliance found to be do so will immediately be stripped of rank and tried before a military court.
No member of the Galactic Alliance, regardless of location, laws or orders, shall ever indulge in crimes against sentiency, including, but not limited to, slavery, brainwashing, and mental erasure. Any agent of the Alliance found to be do so will immediately be stripped of rank and tried before a military court, with a compulsory sentence of death by firing squad for those found guilty of such heinous crimes.
No member of the Galactic Alliance shall take it upon themselves to undertake a mission of assassination. Such missions border on the methods of the Empire and, as such, each operation must be authorized by no less than two staff officers of the rank of General or above. Any agent of the Alliance found to engage in such an action without prior authorization will immediately be removed from duties and tried before a military court.
The following statements are official policy regarding major issues. These policies are final unless amended by the Advisory Council or the Chief of State. Additionally these policies may be quoted as Law of the Galactic Alliance for enforcement purposes but the execution of enforcement is of course to be done within a case by case basis as no situation is the same. Enforcement is also to be left to the ranking Alliance Officer on scene, and followed by a Military Tribunal of Alliance High Command.
Policies:
- General Law Enforcement: The enforcement of the law within Alliance territories is to be separated by branch; Civil Law Enforcement, Military Law Enforcement.
- Civil Law Enforcement: Alliance Member Worlds are to be enforced by local branches of security provided by the local government, hereafter these local branches may be referred to as Security Departments, officers of these SDPTs are to be uniformed, armed, proficient in their weaponry and equipment, qualify with their arms every quarter and of course must have knowledge of Alliance Law.
Criminals are to be apprehended and incarcerated until a court date may be established upon which time a verdict of innocent shall set the offender free or guilty shall invoke a penalty that may span from fines to jail time.
Lethal Force is not authorized save for the express protection of innocents and/or the officers involved.
- Escalation of Force: Upon escalation of any particular situation a Planetary Governor may declare a state of emergency and make contact with either the High Jedi Council and/or Alliance High Command. An ideal situation will involve the deployment of Jedi Knights to pacify the situation. If Jedi Knights are not available then the Alliance Military shall step in and deploy Alliance Military Police. Upon activation of an Alliance Military Police unit, the units in question shall coordinate with local authorities to bring said situation to a close in the safest manner possible for the local populace. If at all possible the offender is to be apprehended and incarcerated. Lethal force is authorized though it should be a last resort.
- Military Law Enforcement: This form of enforcement is preformed by Alliance Military Police and it is to be preformed on any military installation including but not limited to; Army Posts, Space Stations, and certain naval vessels. An AMP Officer handles the general enforcement of Alliance Law as it concerns military personnel, an AMP Officer has limited authority concerning Alliance Citizens as this is left to the jurisdiction of the local SDPT. In special circumstances only, may an AMP unit may be dispatched to a civil dispute but only to support an effort led by the SDPT when Jedi aren't available. If a SDPT unit cannot handle the situation; refer above; Escalation of Force. AMP Officers are essentially Alliance Military Troopers that have been deputized to enforce Alliance Law within their own ranks.
- Known Criminals/Wanted Personnel: The event may occur when the location of a known criminal/wanted personnel may surface. The SDPT has the permission to obtain this information if an opportunity presents itself but not including lethal force. Once the SDPT has the information needed the SDPT officer has several options; If the subject in question has a less than dangerous history then they pursue and apprehend the suspects themselves. If they subject in question has a dangerous history then they are to report the occurrence and turn the issue over to a Jedi Knight. If a Jedi Knight is unavailable then it shall be an issue of the Alliance Military Police. A Jedi Knight is preferred as Jedi have the means to deal with nearly any situation with the least amount of force necessary.
- Capital Punishment & Warrants: Upon an individual being convicted of a major crime, capital punishment may be imposed but only after a fair trial from among peers which includes a proper trial defense. Execution is to be handled by the most humane means available and must be administered in a closed setting, private and secure.
Warrants are issued to personnel that are wanted for ongoing crimes of which the subject in question has been involved in. These warrants are pardonable but may be placed on condition of reward to bounty hunters but primarily a Jedi Knight should pursue said individual to ensure a safe trial setting may be administered.
- Security Checkpoints: Most security checkpoints are operated by the Alliance Military Police. These checkpoints are placed at random within the limits of an Alliance Member World for the purpose of enforcing Alliance Law. Examples are as follows but not limited to: The inspection of open carry weapons to determine if the weapon is legal in Alliance territory, the inspection of articles carried by the individual for illegal substances. Spice remains an illegal substance and shall be impounded and destroyed upon discovery and the smuggler shall be fined while his vessel shall be impounded for nine standard months at which time a bond fee may be paid for its release.
- Slavery: Slavery has always been and is still expressly forbidden among Alliance Member Worlds. Indentured Servitude is frowned upon and shall be strictly monitored by Jedi Knights. Should a party be accused of and found guilty of slavery then a warrant shall be issued and all stock and slaves shall be impounded immediately. Previous slaves shall then be freed and sent to a world of their choice within Alliance territory along with enough credits and supplies to get them started upon a better path of life.
- Corruption: The inevitable desires of sentient beings may lead to corruption in both civil and military matters. Jedi Knights are best suited to seek out this corruption and extinguish it through the arrest of the involved parties. In the event where a Jedi Knight is not available then the Alliance Military Police shall open an investigation and through the processes they are authorized to the arrest and apprehension of a proven corrupt official. Corruption is a serious matter and shall be handled with extreme care. If an official is proven guilty of corruption then they shall be stricken of all rank and means within the Alliance Military and Alliance Civil Authority.
Policy concerning NPCs.
The Galactic Alliance is a vast territory. Firstly and foremost it needs manpower to protect it. For this purpose alone it establishes a need to have NPCs in our employ. That being said, we must limit ourselves. The practice of running around with vast fleets of 100s of Mon Calamari Cruisers, 10's of 1,000's of T-3B Tanks and 1,000,000s of Alliance Troopers is no longer permitted. These incredible numbers, while they are probably canonically accurate, do not promote competition by smaller factions.
Building on this basis for the argument, unless it is in the Alliance's SLIU Armory we are not to use it unless given prior consent by the Faction Leader. Why? When using an NPC, that NPC can technically be destroyed or killed off at any time. When using a tangible piece of Alliance property, the item in question is protected and cannot be destroyed. It is the rule of thumb around Sithlore, if it is a real asset it must be treated like a PC and cannot be damaged or destroyed without consent from the owning party. See where this is going? When using a real and tangible item, when a moderator or opposing PC or ANYONE for that matter asks, "Where'd you get 5 MC90 Star Cruisers from? That is an overwhelming force!!" We can simply bring up the FACT that we own these assets and the argument is shut down immediately. If we didn't have these assets we would then be at the mercy of someone saying, "Well if you have 5 NPC MC90s then I have 10 Imperial II Class Star Destroyers!" and we wouldn't be able to say NO because we are guilty of the same thing: using fake assets!
NPCs we can use: NPCs must be in our everyday RPs however. It is simply common sense that 1 PC cannot control a real fleet without NPCs. But the difference here is that these NPCs don't affect anything. While an NPC Star Defender or a Company of NPC Vanguards would expressly change the outcome of an otherwise fair engagement, the NPC crew of a shuttle or the NPC Admiral giving out orders will not have an altering affect on the lives of our PCs.
Other NPCs we can use are the Alliance Military Troopers, Security Department Officers and Antarian Rangers. These are filler NPCs used for the flavor of our stories and as such they can be used at will. Of course you cannot show up with 10,000 Alliance Troopers because that is just silly and even though all of them are destroyable at anytime, as previously stated, a legit RPer would be hard pressed to explain how he took out 10,000 Alliance Troopers.
Extent of NPC use: To what extent can you maneuver around with NPCs? Using the guidelines I have just stated the only NPCs you need to be using are AMT, AMP, SDPT... all of which are of poor quality. So if you want to attack a rebel base with low quality fake units... well it isn't recommended. That being said, just get sanction from the Faction Leader or your superior, he'll gladly send some real units for you to lay the smack down with.
What if a world or Alliance asset comes under attack? Of course there will be events in which a real response isn't realistic right away. In this case it is permitted to use a REASONABLE force of NPCs to simply hold back, or attempt to do so, the enemy forces until a proper response can be called in. And don't be silly about the response either; if we just horde the entire Alliance Armory around then realistically we can't defend everything. The simple use of a ship here or there and a small set of ground forces are easily sufficient to do some damage.
Obviously covering every single scenario is impossible and the use of NPCs will continue. But using common sense and a little planning we, as Alliance Members should, can set a standard for everyone else to follow. All in all, real units trump the fake stuff. Let's use some discipline and phase the use of NPCs out as much as possible. What all this means: From now on limit the use of NPCs. Plain and simple. NPCs should be used to spice up an RP rather than to conquer planets.
Finally, a more visible limit is available: by using ship capacities we can limit ourselves of the use of the Alliance Military. Using Sithlore's Troop Capacity ratings we can make realistic arguments on how many soldiers we can field. Example: an MC90 Star Cruiser canonically can hold 1,700 troops but SL MC90 can only hold 385. We use this lesser number, once again, to promote friendly competition rather than just swarming the enemy with a faceless number.
Policy Concerning Disposable Items and Equipment.
Due to the brutal nature of certain items usable in a generated battle. The Galactic Alliance and the Galactic Empire have come together in a Geneva Convention to agree to the following: (If an item was not listed in this portion of Alliance Policies then it is to be considered as permitted.)
Thermal Detonators: The use of thermal detonators by any participating party during a generated battle is prohibited unless express consent has been given by both parties. If a thermal detonator is present then the Alliance or Imperial member may at any time decline to accept the parameters of the battle until the thermal detonator has been removed. Under no circumstances should this item be used to compromise during a pre-generation discussion.
Corellian Spark Grenade: The use of the Corellian spark grenade by any participating party during a generated battle is prohibited unless express consent has been given by both parties. If a Corellian spark grenade is present then the Alliance or Imperial member may at any time decline to accept the parameters of the battle until the Corellian spark grenade has been removed. Under no circumstances should this item be used to compromise during a pre-generation discussion.
Ion Detonator: The use of the ion detonator is permitted.
EMP Detonator: The use of the EMP detonator is permitted.
