Howdy gang, been thinking of hitting up the Consortium, and I was curious to know what the broader policy is in regards to politicking independent, NPC factions. My aim, diplomatically, is maybe to entreat the Queen Mother to a mutual trade deal with respect to local pirate movements (NPC of course, as I don't expect an NPC to give me a heap of dirt on the BSP), as well as delivering an Imperial decree guaranteeing the independence of the Hapes Cluster and ensuring their continued autonomy.
If I may get the greenlight on those two propositions, my next question would be how much worldbuilding I can get away with in a space not formerly owned by the Empire? I remember posting about the nature of the Cluster's political scene many moons ago, and the answer I received was minimal. If we decide to flesh out a Queen Mother figure, might her authorship be shared between FL's? Or leave them in the hands of staff? I won't move forward without any further ruling, so do let me know what y'all think.

Ben and I had a chat with Jay about your questions. Sal wasn't present, so if he needs to make any additional comments, he will below. Here's what I identified as your primary questions, and then the responses are below each point:
1.) Galactic Empire wishes to grant Hapes Consortium continued autonomy and independence.
At risk of making this post anticlimactic, Hapes is a restricted area as far as faction politics are concerned. This has been formally announced in the past, but if it's not on the current forum or the SLIU, I would like to reiterate that now. Hapes will never take sides in Sithlore inter-faction politics.
2.) Galactic Empire wishes to exchange information on local pirate movements with Hapes.
Can't happen due to the above, however if one faction wants to take on Hapes and lose, or have Hapes involved in a storyline, that is acceptable as long as the status quo is resumed at that thread's conclusion. Hapes cannot be used as an allied force against another faction.
3.) How much worldbuilding can be done in an independent area of space?
Worldbuilding is to be kept at a minimum, similar to the rules for the Chiss. You yourself may be in their territory, but you cannot affect anything broad-scale going on around you and you may not veer away from what the established canon is for the Hapes Consortium or the Hapes Cluster. You may not influence politics, and you absolutely may not NPC the Hapan ruling class or affect their status or socio-economic status in a way that makes them anything less than totally independent. You may NPC or, in the event that you are creating a character, PC an ordinary citizen of the Hapes Consortium.

Hapes should be considered staff property for use as an independent force in group RP. Hapes is under complete staff control. For clarity on the independent factions question, please consider the Hapes Consortium, Chiss Ascendancy, and Corporate Sector Authority reserved independent factions. There are also independent factions such as the Hutt Cartel, Mandalorians, and Ssi-Ruuvi Imperium that are accessible (at your own risk), but are never allied with player factions.
